You cant, you can jump division but never tier. You will have to do the tier promotion series. After that if you mmr is still high enough you will continue to jump division.
1 it is possible, however rare, to skip promotional series. This happens with players whose MMR is one tier higher than their current placement. For example, a Gold IV player whose MMR is Platinum IV or higher is instantly promoted upon reaching 100 LP. Series skipping is possible up to Platinum I.
If you didnt skip from Bronze 4 to Bronze 2 or from Bronze 3 to Bronze 1 when you won your promo I would say theres probably close to no chance you will skip an entire divisional promo series. If you keep winning that much youll get there eventually anyway though, so not that big of a deal.
Starting in Season 11, the promo series between divisions are removed from the game. Players now will advance from one division to the next once they earn 100 LP.

In general, the promo helper is only available in Iron, Bronze and Silver league. You then have to play the promotion series from Gold I to Platinum IV without it.
No your MMR does not drop and it will also not decay from inactivity. Really the only things that affect your MMR are winning and losing. Up until last Season Queue Dodging was used to troll the League system by playing into a promotion and then winning one game while dodging the other one.

If you dodge a champion select while are in the promotion series, the game will count as a loss. On the other hand, if you dodged during your Placement matches, game will not count as the loss but you will receive LP penalty depending on the amount of dodges that you had in the last 16 hours.
If you lose your Promotion Series, you remain in your current division, and the LP lost is calculated normally. As you probably know, you gain LP as you win games (after your initial 10 games in your placement series).
